In Response to Rebel Attacks
Chad's president declared a nationwide state of emergency to restore order after recent rebel attacks. President Idriss Deby signed a decree increasing the government's powers for 15 days, beginning today. The measure allows regional governors to control the movement of people and vehicles, bans meetings, gives government press oversight and imposes a curfew from midnight to 6 a.m. The Red Cross said more than 160 people were killed and 1,000 wounded in the Feb. 2- 3 fighting in the capital city of N'Djamena. After the 15-day period, the national assembly will decide whether to allow an extension of the state of emergency.

Australia, U.S. in Aviation Pact
Australia and the U.S. have reached a bilateral "open skies" aviation agreement, the countries announced, clearing the way for increased competition on one of the world's most lucrative and protected long-haul routes. Previously, new entrants were guaranteed only four flights weekly, making it difficult for new airlines to start service. The bilateral agreement abolishes all restrictions on U.S. and Australian service for carriers of both countries, ending a virtual duopoly held by Australia's Qantas Airways Ltd. and UAL Corp.'s United Airlines.
