MIDWEST AIR GROUP Inc. (Oak Creek, Wis.) -- This jet service appointed Joseph C. Kolshak chief operating officer, effective immediately. Mr. Kolshak, 50, succeeds David Reeve, 62, who continues as chief executive of Skyway Airlines Inc., a subsidiary of this airline. Mr. Kolshak was executive vice president of operations at Delta Air Lines Inc., Atlanta. At the end of January, private-equity firm TPG Capital completed its buyout of Midwest Air.

OXFORD BANK Corp. (Oxford, Mich.) -- Thomas H. Dorr was named vice president and chief financial officer of Oxford Bank, a subsidiary of this registered holding company, effective mid-February. Mr. Dorr succeeds Nick Hevron, 61, who retired the end of December. Mr. Dorr was assistant vice president and controller at United Bank and Trust in Lenawee County, Mich.

Mr. Scott succeeds company co- founder Michael J. Luby, 39, who continues as a full-time employee and board member. The company hasn't said what his new title will be, a spokeswoman said. Mr. Scott was president of the Catalina Health Resource division of Catalina Marketing Corp. The board increases to nine.
