SEGAL--Clement , born February 4, 1914 to Samuel E. Segal and Bessie (Pauline) Rennert, died in New York, the city of his birth, on January 24th, 2008, after a long, courageous battle with Parkinson's disease. He was a graduate of DeWitt Clinton High School in New York and Ripon College in Wisconsin, and earned an O.D. (Doctor of Optometry) at Ohio State University. Soon afterward, he established an optometric practice in the Chelsea neighborhood of Manhattan. He would be involved in Chelsea's civic affairs for decades. During the Second World War, he helped create the Tenth Precinct Youth Council, which drew the attention of then-Mayor Fiorello LaGuardia, who not only endorsed the effort, but recruited Dr. Segal for various civil defense posts and war bond drives, working with the U.S. Treasury Department. His bond drive in Manhattan produced the largest amount of money of any area in the country, wrote The Chelsea Clinton News, a local newspaper, which later described Dr. Segal as one of the most prominent citizens in Chelsea and a mover and shaker. He was a longtime member of both the Chelsea Planning Board and Community Board
