A veteran weather forecaster was named the new director of the National Hurricane Center. The forecaster, Bill Read, 58, had been the interim deputy director of the center since August, when X. William Proenza was ousted as director. Mr. Proenza's staff had urged federal officials to dismiss him because they said he was exaggerating problems with a satellite. Mr. Read ran the Houston-Galveston office of the National Weather Service before joining the center. The interim director of the center, Edward N. Rappaport, chose not to apply for the permanent position and will return to his previous post as deputy director.
