The world's largest project to turn natural gas into transportation fuels, Royal Dutch Shell PLC's Pearl plant in Qatar, will be completed on time and within budget, an executive said. Shell expects it to start "within expectations both in timeline and budget" at "around the end of the decade," said Linda Cook, executive director of global gas and power. Reports had said the project faced cost overruns and delays. The project has already seen its costs rise from a $5 billion estimate to a range of $12 billion to $18 billion, according to the people familiar with the matter.
